Is there a Wii racing/driving game that allows you to build your own tracks and race on them?
I used to love those old games to make my own tracks and race on them like old NES excite bike. Now my 6 year old son loves to build stuff in games too. In Super Smash Bros. he is always building levels and playing them.
Is there any other games or Racing/Driving games that have that feature?
Unfortunately, no. If you own a DS however, TrackMania DS has just that feature.

Why didn't early NASCAR games have Daytona in them?
Games like NASCAR Racing, NASCAR Racing 2, NASCAR Racing 3, NASCAR 98, NASCAR 99... None of those games had the sport's most famous race track - Daytona International Speedway. I often decided to substitute in Talladega for it when I played. Oddly enough, Daytona appeared in NES games, though.
The first one that I know of with Daytona in it, was NASCAR Racing 4, on the PC, and NASCAR Thunder 2002 on the consoles.
I understand why they said "NASCAR Racing Cup Series" instead of "NASCAR Winston Cup Series", and swapped out beer sponsors with names like "Rusty Wallace" (Miller Genuine Draft/Miller Lite #2) and "Hendrick Motorsports" (Budweiser #25), but this...
The Daytona 500 racing games included a license that prevented Daytona from allowing any other software company to use it's name or likeness. When that contract expired they realized that software licenses like that should not be exclusive, and now there are companies like the former Papyrus, EA Sports, iRacing and others that are able to re-create the speedway and use it's name in their software.
