I just tried to download ... that appears in my iTunes library, but not in my iPod! wtf?

Yes Go to the iTunes store and on the left side, there must be something that says "iPod Games" to go there and at the bottom There is a game called "Tetris".

How can I make a game of imagination Mini (like tetris / angry birds / PVZ) in reality?

I have an idea / Concept to a mini big game. I have specific knowledge about how the game will work. The problem is how will I be able to turn this into a real application / game? I'm not I'm a programmer and I have no experience in game development. Should I hire a programmer to make this one for me and I sell my "idea" of a game developer / company?
